Currently we are a Pastoral Elder-led church with a rotation of our pastoral elders and guest speakers presenting Sunday morning services, and have leaders in Children’s ministry, and the Church Office staff.
Vic & Toni Reichenbach
Vic and Toni have been at River of Life since 2018, and Vic began serving as Pastor Elder in 2019. They have been married for fifty plus years, and have five children, thirteen grandchildren and four great grandchildren.
Vic has been a licensed minister for over fifty years and was recently recognized by the Open Bible Standard Churches denomination for fifty years of service. Besides pastoring, he held the position of District Superintendent over churches in Montana and Wyoming for thirteen years, and has served on multiple school, college and denominational boards. Vic holds a Bachelor’s degree in Pastoral Studies with a Minor in Counseling from Eugene Bible College, and has earned several credits towards a Master’s degree from Northwest Christian College.
In addition to serving alongside Vic as a pastor’s wife, Toni was the State Director for M.A.D.D. in Wyoming for eighteen years while simultaneously serving on several state boards that worked with the Governor and state lawmakers to improve highway safety in Wyoming.
Throughout their ministry journey, Vic and Toni have served in the positions of both Senior and Staff Pastors at five churches in California, Oregon, Montana and Wyoming as licensed and ordained ministers with the Open Bible Standard Church denomination.
Vic and Toni made the decision to move to Wyoming in 1987, believing God desired to pour out His river on a dry and thirsty land. They continue to contend for a move of the Holy Spirit and the release of God’s refreshing to Wyoming (Acts 3:19-21)!

Paul and Lisa Graham
Paul and Lisa have been part of the River of Life Body since 2019, where Paul serves as a Pastor Elder and Lisa serves as the Church Administrator. Prior to coming to River, Paul was part of the original leadership team that planted Hope Church in Casper, Wyoming where he served as Assistant Pastor for fourteen years and earned his Bachelor’s in Theology from the Christian Life School of Theology through Beacon University. It was at Hope Church where both Paul and Lisa began their journey of deeper revelation about the freedom we have in Christ through inner healing and supernatural living - a journey that continues to this day!
Paul spent his formative years in Kansas, Oklahoma and California before moving to Casper with his family in 1978. Early on, it was evident Paul was a “people person.” His mom will tell you his favorite pastime as a kid was visiting all the neighbors to talk about anything and everything! Paul accepted Christ in 1993 during an altar call at a small Baptist Church in Houston Texas, and he has never looked back. He is passionate about seeing people in our community come to Jesus in such a way that enables them to fulfill their God designed purpose!
Church Administrator ~ Lisa Graham
Lisa originally hails from Canada but has lived in Casper most of her life, so considers herself an honorary Casperite. She graduated from Natrona County High School and is a University of Wyoming alumna. Lisa and her husband, Paul, have two remarkably wonderful adult children, an amazing son-in-love and one extremely adorable granddaughter. Lisa is about all things God, Family and Country and enjoys excursions to the Big Horns for moose watching.
